Dollar Energy Fund
To be eligible for the program, recipients must have received a utility shutoff notice or have already had service disconnected. Recipients must also have made a sincere effort to pay the bill (at least $50 on the outstanding water bill in the past 90 days), applied for all open and available state and federal programs, and have a household income at or below 150 percent of the federal poverty income guidelines.

Provides emergency assistance to low-income families or individuals that have a termination notice or a court ordered eviction.

Water and Wastewater Service Assistance
Applicants must have paid at least $50 on their account in the past three months.
Grants of up to $350 per household every six months (maximum $700 per year)

Lifeline Support for Affordable Communications
Provides a discount on monthly service of $9.25 per month for eligible low-income subscribers. Subscribers may receive a Lifeline discount on either a wireline or a wireless service, but may not receive a discount on both services at the same time.

WV LIEAP (Low Income Energy Assistance Program)
Assists eligible households with the cost of home heating through direct cash payments or payments to utility companies on their behalf. A crisis component is available for households without resources facing the loss of a heating source.

WV LIHWAP (Low Income Household Water Assistance Program)
A temporary emergency program administered by DoHS to help low-income families pay overdue water and wastewater bills. LIHWAP grants may be available if you have an emergency situation and are in jeopardy of losing your utility service. You can receive one crisis grant for your drinking water service and one grant for your wastewater service, totaling up to $1,000.
